Parsee's confirmed official movelist:
Innate: Tongue-Cut Sparrow "Jealousy of the Humble and Rich"
Instantly summons a copy of herself at low health while the real Parsee hides from view, if the fake one is killed, it deals damage equal to 100+Parsee's Level x 20 damage.
Usually Parsee dies anyway since she's so paper, but it's nice to take someone down along with you. This is not a counter-attack skill, sadly.
D: Resentment "Grudge Returning"
Improves the duration of debuffs of ally and Parsee skills for every enemy heroine near Parsee, maximum 10% each.
This should be mained if you have a lot of teammates with Stun, Slow, etc. Momiji's feared Maple Vanguard now deals a maximum 5 second Stun. No point learning this if your team has Marisa, Koishi or Hatate.
F: Jealousy "Jealousy Bomber"
Throws 3 bombs that takes time to land and detonate, similar to Reimu's Yin Ynag Jade. At level 4 it deals 150 + Intelligence x 1.25 damage and 2 seconds Slow.
It takes about 1 second to hit the ground and the area of effect isn't large, but the damage it deals is powerful especially at mid-to-late game.
R: Envy "Green-Eyed Invisible Monster"
Summons 2/3/4/5 modelless monster with greenballseyes, they have low attack but extremely high attack speed, capable of melting anything more paper than Sanae in a few seconds if they don't move. Their attacks increases equal to Parsee's level. Note, Chen's innate makes these monsters completely useless as she is capable of absorbing a set amount of small damage at 100% rate. In Starcraft 2 term's she's like a reverse Immortal, able to take on rapid and weak damage no sweat but cannot take big damage in one hit. Definitely Parsee's main skill.
W: Malice Sign "Midnight Athema Ritual in 7 seconds"
Chooses a hero, and creates a Voodoo doll next to her. In 7 seconds the hero will immediately die unless:
-The voodoo doll is destroyed
-Parsee is killed
-Escape from 600/900/1200 of Voodoo Dolls's AoE
-Parsee leaves within 600/900/1200 of Voodoo Dolls's AoE.
If they don't die, they take damage equal to 25% of their max HP, so even if they escape or kill the Doll/Parsee, if their HP is less than 25% they [color="#2E8B57"]STILL DIE BECAUSE I WANT THEM TO DIE.[/color]
Never use this on a Hina unless you want SELF TEAM WIPE.

December almost mentions how to properly use Parsee, what to avoid, best heroes, worst enemies but I'm not going into detail(too long) but here's a default Parsee startup build and recommended items:
A Wind Hat may not be the best item, but it's definitely Parsee's staple.
Why Wind Hat?
- Affected by Parsee's D
- Use it on an enemy, 3 seconds on air, 3 seconds wasted. Parsee also times her F bombs and R monsters, surround the enemy and slow, OHKO GG.
- They decide to kill you, Parsee blows herself, they can't kill you so they have to kill the doll instead, but the doll has high Armor so unless they have good nuke spells, they have to run to avoid getting OHKO'ed
If there's a lot of DPS characters (Youmu Reisen Aya Koishi Flandre etc.), get 3D after the Hat. If there are alot of spellcasters (Sanae Marisa Utsuho Lunasa) get a GHGM. A stopwatch after you have a steady MP regeneration is great too. Don't get stopwatch early as Parsee lacks MP to do so early game. IAE is another great option as it wastes another 3 seconds for the enemy. So combine Wind Hat and IAE, they only have 1 second to kill or run away from Parsee/Voodoo doll.
Finally, get something that buffs up Parsee's HP (Tsundere, Tacitus), she's paper after all.
Control Rod is great, that means lesser time for spell cooldown and mana regen. Hakkero isn't recommended, Parsee is not a nuker, she annoys and restricts heroines.
Usually you get your invisible monsters first, then Parsee terrorist bombs late game as they do sad damage early game.
In my opinion, a Bloody Parasol wouldn't be bad for Parsee either, it can be another one of Parsee's Staple. +20 Attack aura and you give it to 5 invisible monsters who deal extremely fast but low damage = ???
